Sort of.
Germany surrendered to the Soviet Union and the local area commander accepted it.
When word reached Moscow they were outraged! They remembered how Germany had humiliated the Soviet Union in the World War I peace negotiations at Brest-Litovsk, and how they had humiliated the French after the Battle of France by having the meeting in the same rail car where Germany surrendered in World War I then destroying the rail car.
So they told the German leadership that the local commander had no authority to accept their surrender and if they wanted to do so they had to do it properly – in a big ceremony full of fully dressed Russian generals with a big piece of paper to sign and everything! Cameras too!



Once that was done, the Soviet Union formally ended conflict with Germany and the war in Europe was over.
